The market requires African and other third world countries to be over-supplied with permissions to exceed carbon limits. The excess can then be bought cheaply and sold to industrialists in developed countries who desperately need them. The idea that Africa is becoming uninhabitable is also an excuse to allow mass immigration of cheap labour into Europe.
