If you've got LOTS of money you can buy up credits when they are cheap and trade them when the market rises. They invest it in projects that provide goods and services people require. This creates more jobs and improves living conditions all round.   17. Oligarchs HaveControl You will be relieved to learn that arctic ice is recovering this winter. Recent net losses of around 200 cubic kilometres a year seem unlikely to be matched this season. Since there are about 2,850,000 cubic kilometres of ice in the arctic it doesn't make a toss of difference either way. It is a little known fact that the tropics are hotter than equatorial regions, by the way. Any movement of population from either region will be purely economically based and have nothing to do with climate change.
