  1. It is simple. They get one shot at rehab and go into hospital given morphine to stave off the withdrawal. Once the wounds are dealt with then go to rehab. Not really hard is it? Then the drug laws have to change with the myriad of other laws centred around the many crimes that come with drug use. Rather than pushing gender studies they should push drug harm and studies from an early age all the way through school. Certain people are always going to dabble in drugs so they should become legal and clean with harsher sentences for crimes committed like burglary, robbery and theft. It needs to be balanced out. Overall if it got legalised less people will die or harmed from diseases and violence. Tax revenue also can be gained from it, but all kept at a reasonable price to keep the black market out of it as much as possible. There you go the problem is solved. Nobody is ever going to stop people taking drugs as long as there is a market for them which no government yet can stop, so legalisation is the only option. This goes for all drugs highly addictive or not. If you want to ruin your life it is best with arms and legs still. You will probably still be shunned by society and the harsher sentences if you commit crimes associated with that hard drug use then so be it. If after a decade or so a massive increase of people are smoking or injecting heroin then it should then be seen as failed and made illegal again. Look at Portugal and Holland. Everybody isn’t smoking weed because it is legal, so why would that be the case for anywhere else be it soft and hard drugs? We need to see and I bet everything would get better rather than worse if implemented.
