  2. Getting the population to 500,000 probably would be better for the world but it is the way you go about reducing it. There obviously would be a period where certain people would not be able to have offspring. As long as people would be able to live out their days free ,and some sort of lottery was made at birth whether you get to have children or not. The problem is before you did all that the powers at be would not be able to do it without oppressing the population to the point of the world being a horrible place to live. It could be done reasonably but you just know they would be anything but reasonable because they are psychopaths.
