It is a leftist state. Corruption runs deep and I bet some have made millions off of this failure. The west seems to be good at overspend and I wonder why. The longer you keep a project going and keep on ramping those costs up keeps those privileged few rich for the rest of their lives. Backhanders and brown envelopes a plenty. It is sickening really. These projects could be built in no time with no fuss but spanner’s in works is good for the corrupt pocket.
