You didn’t need safeguards because you had to take your polling card to the station and they would tick your name off to say you had voted. Nobody else could vote under your name. I can’t see how somebody can use fraud that way because they would have to guess who was not going to vote personally, then make polling cards for them people and then get away with voting multiple times at the same station or various stations. How would they know who was going to turn up or not in the first place? Imagine turning up to the polling station and they said you have already voted. This has nothing to do with postal vote fraud so why would you need a passport or driving licence? The only thing I can think of is if the people working at the polling station as it closes uses the register of tenants and votes on behalf of the ones who have not turned up to vote.
