  1. Because the ethic behind the collapse has nothing to do with monetary policy. The monetary policy worked when the eye was on the prize (more resources, more services, more tech). But the focus of our society (and of Japan especially) has been to bilk all the men as much as possible to create a fairy tale world where everyone is "equal" on paper in the high paying jobs only. At first it is the economy influencing the dating market. Eventually the dating market starts to affect the economy. Reverence towards the struggle men go through (see, fairness in the workplace and at home) is the only cure. Men with no good future to look forward to have no reason to work.
