The basteria likes humidity but with moderate temperatures and doesn't like rapid atmospheric changes. Europe was the perfect host for this, since western europe has a mild humid climate. There are records that Manchuria could control the pest effectively. There were also many natural barriers between east and west, like siberian extremely cold winters, the central asian deserts ad great mountains ranges.
