Of course the likelihood local drug addicts infesting Kensington reading and looking at the pictures is somewhere between zero and non-existent. Necessary action taken has to be by city officials and police. The former getting the addicts into places where they can receive help. The latter arresting and jailing those selling and distributing drugs. But neither is likely to happen since it's Philadelphia.
