Maybe the problem is a two-fold one. Cops ordered by Kenney and Krasner to not arrest perps. Or possibly the police KNOW they're going to be pilloried and punished if they arrest the obvious suspects and get accused for po-leece brootalady in the process by the thugs. With the worthless mayor and politicians siding with the thugs.

Liberals wanted cops to go easy on criminals. Krasner is motivated by the disparity in prison populations. That there are many more minorities such as blacks versus the numbers of White inmates. Never mind, of course, that the reason is because minorities disparately more represented as criminals doing crimes in the real world.

Fair Exchange means PAYING for your purchases. Looting, smash 'n' grab thefts, robberies are not fair exchange as you put it.
