  2. This is like the "Traffic Equity Law" in Philadelphia. Police can't stop vehicles for safety violations, expired registration, no insurance, bad inspection, etc., because they consider it to be racial profiling.

  3. In Philadelphia, they came right out and said the equity law was to protect people of color from disproportionate amounts of traffic stops, because they were unable to maintain the vehicle or keep the paperwork current.
