Would you really want to describe his problem as a lack of discipline? Or would it better be described that his problem was that he was a psycho? A murderer? Or a cannable (sic)?

If you had the audio you would hear the cop asking the person they were dragging along if they were ok. So it's fine. Not really obviously.
