Probably not about these people and it would rise in time, it would be the over 60's up so money enters the economy and considering how much super is in shares probably better spent in the country and people. If these people are forced to sell shares and enter that money into the economy shares might go down and people under 40 gaining the most as they receive more money.

Not sure if there's any stealth about it and forcing the wealthy to put the money into the economy is worse than charging the poor? In a way it's protecting the wealthy and the poor, 50% of super is in shares, half foreign and half local as an average and the other half is in businesses like shopping centres. If the share market crashes and with so many country's due to lose half their population due to less babies, essentially growth has stopped, lowering it to 3 million for the people over 65 is probably good for the country.
