  2. 12 and a half million seems an awful lot but "wholly-owned Commonwealth companies - companies in which no other beneficiary owns an interest other than the Commonwealth" is the govt paying itself? 12 and a half million maybe pays the bills for production, lights etc for their youtube channel and if not then so, when it's paid where does it go?
