While it might not be tax dollars to fund it, tax dollars are used to pay the debt afaik, the question is how much it will cost USA to stop giving grants in the form of military weapons, when its whole existence relies on a turnover of these weapons. Also I think that what comes along with these free weapons is Egypt has to then pay for the maintenance through USA's military complex. It would be like me giving you a free dog but you must only buy the pet food from me.
