It's a caste system. The education system is not supposed to reward intelligence. If that were the case then kids of poor people would have a similar chance of success as those with better off parents. And then the system wouldn't function as the better off wouldn't be able to maintain their advantage. So the way that it works is that school rewards intelligence a little bit but as you continue to go through it the law of high numbers and the way the subject is taught makes it so that essential knowledge will not be given to all students. either because the teacher at that point isn't very competent or motivated or because they don't have time to give attention to students getting behind. That's the point where those of a "better background" get to maintain their advantage either by the parents teaching it to their kids directly the gaps in their knowledge or because they are able to pay someone else to teach them outside of regular school. So sure they try to sell it as yes some people are smart but they are lazy. It may manifest itself outwardly in a way that appears that way. But don't be fooled, the system is designed so that only a controlled minority can pass the harder courses and talent is only a small part.
