  1. I want to counter the assertion that Kaliningrad is less strategically important to Russia today than it was in 2022. Since the war with Ukraine, the Russian Black Sea fleet has been blockaded and devastated, leaving Russia with three fleets: Baltic (based in Kaliningrad and Kronstadt), Northern (based in Murmansk) and Pacific (based in Vladivostok). The Pacific fleet has been in terrible shape for about two decades now as it receives less and less funding, but the others have now become crucial, especially in defense against NATO, and Kaliningrad as the HQ for the Baltic Fleet, more so than Murmansk.
