What’s in the best interests of the US is a politically weakened Russia. A militarily weakened Russia leads to it being politically weakened. What we want is a Russia that is defeated in spirit. What the US doesn’t want and can’t have is a failed state Russia, because a failed state nuclear nation is not at all a good idea.

It’s not entirely self-inflicted, no. Geopolitics are far more complicated than that. It was driven by outside forces, including China’s growth internally and internationally, the failed states in Syria, Venezuela and Cuba, and partially by the West too… a lot of things contributed. That said, the decisions to invade Georgia and then Ukraine were entirely domestic.

@owenb8636 I don’t think Putin cares about any conventions Russia or the USSR ever signed. He certainly ignores many of them, including the Budapest Convention. He just knows that the entire planet will be destroyed.
