  2. No one is going to negotiate with Hamas, and I mean that seriously. The proposed plan is known by all parties to be, in plain terms, bullshit. Politically it’s a well-known and obvious non-starter. Jerusalem will not be allowed to be in sole Palestinian control. Israel has as much (or maybe more) claim to Jerusalem as Palestine. Hamas knows this well. This is a game.
