  2. I think you (and a lot of others) confuse how international law works. It is not some code of what you can’t do, unlike domestic laws. Countries entering treaties are simply making promises to each other, nothing more. As such, the US has every legal right to do what it wants (national sovereignty), as do Russia and Ukraine.
