  1. It’s grandfathered in. Modern laws are for modern vehicles (new manufactures). It has to meet its year’s smog standards. That said, vehicles do break, even in CA. Yeah, I know. Hard to imagine.

The CA smog test measures exhaust output by year and model to ensure it complies with that manufacture year’s CA emissions standard, not this year’s. As there were no CA emission standards before 1976, all vehicles made before that are exempt. It checks for a CA legal catalytic converter and that the system is working property.

  4. rodgt90 It does look like smoke, not water vapor. I agree. So what though? It’s a car from the mid-1990s. Most cars from back then don’t even run anymore.

  5. V.C. Venezia If that’s what you meant by “modern” then yes. CA has had so many updates that those 1990’s laws are archaic now.
