He really doesn't explain why the Russian rail system is under high stress. If it relies on western spare parts, then that might explain it, but it is such a key, robust part of the infrastructure that I would think Russia would minimize any dependence on outside sources. I would also think leadership ensures that essential personnel are being paid and exempt from military service. Ukraine does not appear to have the kind of special weaponry needed to keep Russian rail lines out of service. There has been some sabotage of signaling systems, but railroads are quite repairable. I would think Putin and oligarchs are in a position to pay cash for real estate. With high interest rates on mortgages and landowners needing cash, I would think it's a cash buyer's market.
