@demonprinces17 I was in the USAF during Carter's term, and it was not a time of draw down, but a time of recovery from Vietnam. Carter, and his SECDEF Harold Brown, was quietly pushing the stealth fighter and stealth bomber development, and not so quietly cruise missiles and the Pershing II IRBM, which prompted negotiations to reduce Soviet SS-20s. Numbers of F-15s, F-16s and AWACs increased. C5 and C141 fleets were maintained. Nimitz class carrier construction continued. Carter maintained M1 Abrams tank development and the start of production. More SLBMs were equipped with multiple warheads and Ohio-class submarine and Trident SLBM development continued. Carter graduated from Annapolis and served on submarines. Even Reagan credited the Carter Administration with starting the defense buildup that he himself continued and expanded. Life was more bi-partisan back then.
