  1. Senator Blackburn, Ma'am, once you put oil into the market and sell it, you lose control of where it goes. Putting it into the market got the US Treasury the best price. Part of the mission of the SPR is to buy low and sell high. The government buys when the price is low to prop up producers. The government sells when the price is high to help consumers. If you want to contract only to a particular set of buyers, they can ask for a discount, and good luck trying to prevent some them from just setting up an arbitrage to benefit themselves with it.
