  1. Puerto Ricans should start talking about forming municipal electric utilities. Usually just the conversation results in improved reliability. They can also do groundwork for such formations, like developing power resources for government buildings that have some excess capacity that can be distributed to nearby loads, especially grocery stores, medical clinics, and gasoline stations, under outage conditions. The large utility really cannot get in the way of customers developing standby power resources when reliability is so bad. These facilities could probably be developed with FEMA resources and the US Department of Energy. Nothing like challenging the competence of the monopoly.
