The victims, and potential future victims, of Russian atrocities, deserve the highest official expression of outrage by Western leaders. And this should be followed up with a quiet, but abundant delivery of more potent weaponry to Ukraine.

Kherson is not liberated until Russian field artillery has been pushed out of range. All Ukrainian cities are subject to long range Russian missiles. Ukraine needs a bigger and more effective air force, more ISR, a steady influx of well trained troops into the battlespace, and ATACMS to get to its internationally recognized borders. Russia is now moving in favor of its own logistics and Ukraine is becoming more extended. Taking Crimea involves amphibious capability that Ukraine is a long way from having. Recovering all of its territory and holding requires Ukraine to bring about the collapse of Russian forces in the field.

Unless the Russian drill instructors can help the troops work up a serious grudge against the Ukrainians, these call back troops are going to be at minimum performance on the battlefield.

Early in the conflict I had a conversation with Ukrainian electric utility personnel. They were quite impressive as to thinking of creative ways to keep serving electricity. They always had connections with European suppliers and Ukrainian suppliers of the materials they need to maintain their systems. They understood the necessity of improving the security of their own manufacturing capabilities. They have already demonstrated this creativity in keeping electricity available as long as they have. They understood that they should reach out to the US Department of Energy, but more importantly the energy departments of their European partners. When the time comes to start restoring or putting up new buildings, I think the electricity needed to help with that is going to be there. We agreed we should not publicly talk about these creative methods in the interest of denying the Russians tactical insight, although Russian electric utility personnel are also quite capable.

The Soviet Union broke up in part because oil prices went down. Most of us can put some down pressure on oil prices by using it more efficiently and using less of it. Low prices would also allow the US to replenish its strategic oil reserve. If prices spike back up and support Russia, the reserve can be used to push them back down. Oil and gas money empowered Putin to start this war. A lack of oil and gas money can help shut this war off.

Low watt electric pipe heaters to keep the water lines from freezing. Small electric space heater in the sleeping rooms at night. Every other room gets colder than usual. But remember, climate change may mean some warmer than usual winter days. Heating-degree days may be less.

I somewhat understand the "escalation" concerns, but Ukraine can't get to and hold its recognized border unless it can seriously threaten Russian logistics used to support the next invasion.

Petraeus talking about the Black Sea Fleet is an attempt to keep that fleet in eastern ports in the present. Petraeus talking about a massive conventional attack against Russian forces in Ukraine is an attempt to prompt those forces to retreat from Ukraine. It's rhetorical warfare right back at Putin for his nuclear statements.
