State legislatures could enact a State statute empowering the State Attorney General to bring a case to the State Supreme Court alleging disqualification per the 3rd Section of the 14th. If the State Supreme Court makes a ruling that the Section applies to a candidate, then the statute directs the Secretary of State to remove the candidate from State ballots. I suppose the counter argument is that the 14th is in the federal constitution and that the case has to be brought by the Solicitor General to the SCOTUS and then the Justice Department sends letters to all Secretaries of State to remove the candidate from ballots. Then again, State officials take an oath to defend the US Constitution.
