To the best of my understanding, the US Navy always has some portion of our Trident submarines at sea and ready to launch SLBMs. These missiles have considerable range, allowing the submarines to station themselves in very secluded parts of the oceans and evade detection. The notion of putting Trident submarines "off the coast" of an adversary risks making those submarines more vulnerable to the adversary's ASW capabilities, perhaps seriously reducing their ability to keep launching missiles because in doing so they have revealed their location. Maybe a President talking about the submarines has some deterrent effect, but our adversaries already know that some are out there. Saying "off the coast", to me reveals a misunderstanding of Trident deployments. The way to put more pressure on an adversary is for them to realize that the US Navy has increased the percentage of its Trident fleet that is deployed. I have no doubt Russian and Chinese naval intelligence maintains awareness of Trident submarines being in port or not. Whether a President talks about the deployed Trident fleet is a diplomatic decision.
