The GOP sees an opportunity to leverage the Speaker and pro-Ukraine House Members into funding their wish lists. You could almost call it a hostage situation.

Imagine if the 82nd and 101st Airborne had been deployed to Ukraine during the Olympics with potent air support. Maybe Putin would have been found to be telling the truth that Russia had just been conducting military exercises. It would have messed up his calculations. But almost everyone would have been screaming at the United States for doing such a thing. Putin could have cited it as a reason to invade, but then the state of his military would have been exposed and damaged much more. I think the odds are the invasion would have been cancelled and Putin's subversive activities escalated.

That was about to happen. Mitt Romney or Liz Cheney were getting bi-partisan support. The GOP had to settle on Johnson to head that off.

Biden might try saying he will not pass the GOP wish list without a bigger number. Remember AIPAC wants the vote for Israel. Biden is not afraid to talk to AIPAC. This is bargaining. I can't believe this would settle at $7 billion for Ukraine. That's nuts.

The US political season has begun. Some media owners paint the current administration as badly as they can. Trump lost. I don't think his prospects have gotten any better.

Speaker Johnson is subject to selected GOP House Members, and he needs their sign off before bringing Ukraine aid to the floor. Those select members are bringing forward their District wish lists that direct maximum money to their Districts. A lot of money is on the table for southern border states, but the next tier of states will try to reach into that as well. AIPAC could help speed up the process. We're into the sausage making right now.

And the Senate and Biden can just pocket the aid to Israel and tell AIPAC to talk to Ukraine and Johnson until Ukraine gets a bill. Nothing goes forward until the House has passed their four or whatever number of these special bills.

It's pork barrel time. The price of Ukraine aid is maximum steering of that defense procurement money to selected GOP districts.

@joshuamartin9355 The American system of checks and balances is still designed to favor the elite. The founding elite really did have strong reservations about the masses having enough political wisdom. They did not believe in a democracy, but a democratic republic. They did recognize that elites can go too far, in their mind the British Crown (more pretext for power than well founded premise), and that public sentiment and morale need a balancing option short of armed rebellion in order to conserve elite property from seizure. Therefore it takes 2/3 or 3/4 of "We the People" to change anything that would seriously affect elite power. Part of that power lies in House Rules that give the Speaker the control of the floor that you are seeing.
