  2. One has to wonder if some of the Russian diaspora were once electrical linemen or substation technicians. Or too many of those guys were sent to the war. The Russian electrical system on paper looks pretty capable, with a very strong transmission network around Moscow and St. Petersburg. I am quite surprised to see the effects of long-term winter outages. Russian utilities have had time to strengthen their system, especially if the decision was made to attack the Ukrainian system in winter. They should plan on retaliation, even if the West discourages Ukraine from doing so. These folks should at least be getting a few hours a day of power on a rotating blackout system to try to hold off damage to water pipes and building materials.
