In 2022 the stage was set to test the US/European commitment to deterrence. These countries could have countered Russian "exercises" near Ukraine with exercises in Ukraine. That would have been very tense, but it likely would have deterred the 2022 Russian escalation of its invasion of Ukraine. It may have been a dark choice to let the invasion happen in order to weaken Russia. After the start of this escalation, Lloyd Austin said the US goals were to avoid nuclear war and weaken Russia.
