The control systems of America's electric utilities are generally not connected to the internet. They worked before the internet. They do not need the internet. If they were connected, adventurous hackers would have caused outages by now just for sport. Adversaries would need to test their capability now and then, at least in minor ways, because it's pretty easy to make them think they have hacked their way into the system as long as they don't try to operate it with an observer in the field to give them feedback. Any utility that connects its control systems to the internet is negligent in the practice of engineering. Business needs a steady supply of electric power. Business will not tolerate politicians and utilities commissions that fail to provide that. I think cyber threats to the electrical grid are overblown.
