  1. Putin does everything he can to rile up the Russian public into militancy. NATO is a useful boogey man. For himself, he plans to continue to enjoy the life he has become accustomed to.

  2. Maybe Ukraine doesn't need to bomb Russian utilities this winter. The systems may collapse on their own. All the better that blame for it be put on regime.
