  1. Russian airfields generating sorties against Ukrainian forces would seem a logical target for ATACMS. Same for Russian navy bases that support vessels firing missiles at Ukraine. Russia is launching missile attacks against Ukraine with too much impunity. If they start being counterattacked, they may hesitate to attack. In any case, starting to hit previously safe Russian military targets could speed the end of the war. ATACMS could also be a response to Russian use of tactical nuclear weapons.
