  2. We need a couple of national refineries to use like and in conjunction with the SPR. When everything is pretty well balanced or in over supply commercially, then the national refineries can do their maintenance and build up stocks of military fuels and emergency stocks of diesel for standby generators. At a time like the present, they could be putting out more diesel to support distributed generation of electricity in Ukraine and making up shortages in the US. They might be the most expensive refineries because they do not operate in the most optimized way, but that is not their role, they are a reserve, a flywheel there to deal with the contingencies a tight market just does not handle well. In the electric utility industry, its analog is "spinning", "hot", and "cold" reserves.
