@rozannmoake8146 In the world of government plan review, the strategy is to hire architects and engineers who already know the rules and put them in your plans. You need good plans to get good bids. Your good plans pass on the first review and you get your permit, or they get corrected quickly and pass on the second review. Your general contractor and his various subcontractors generally know who those architects and engineers are. Codes exist for the most part because lives were lost or injured or property was damaged because something was built that presented such hazards. The bike rack is an example of where having an architect who knows that rule which gets on the good plan and makes it a non-issue that you never have to spend any time on. Insurance companies drive the Codes because people sue when they get injured.
