We bring the America they seek to their own land. They'll have a job building and maintaining the new cities. Sending nations don't have the money, but they have the land. If a sending nation cannot help its own people, then it needs to come to terms with the nation(s) it is imposing upon. They don't have to like the terms, but they had better accept them for at least a time.
