  1. Proportional consideration of a Senator's State or a House Member's District means compromise in the amount of consideration and at least a rough equity of consideration. Good will in the past must be remembered, or the good will of more fortunate States and Districts will end. We must send people to Congress who understand this. I am always troubled when I hear such provincial advocacy accompanied by badmouthing the considerations required by others for a yes vote. Everybody needs something, nobody should get all they want. Disaster relief should be funded in part by raising the various excise taxes on the cause of more potent storms, fossil fuels.
