  1. Maybe all corporations should pay a tax for border protection. This pits employers against each other. Use some of the tax to put bounties on employers who hire illegal immigrants. This will create a private enforcement industry. Given all the hoopla on this subject we should not have much of a problem finding bounty hunters. Then tax loopholes can be created for employers that can prove they have no illegal immigrants on their payroll. The bounty hunters would help bad actors decide illegal immigrants are not worth hiring. Then border protection costs go down and the taxes for it go down. Also use the taxes to build more consulates in countries where illegal immigrants come from so they can go to those consulates and do things properly. There are jobs in the US that need to be filled and there are not enough American citizens willing to fill them. Set up a border tax and incentives to get it right.
