  3. Well the law is bikes ride on the road, that's why they have the bike lanes. The better question is why was that dude out at 1 am in a place where it's known for drugs.

  4.  @kingriece0902  thing is you can get a ticket for riding your bike in the sidewalk, and in Cottman and bustleton is a big enough area, even after they repaved it. It's more of a street ordinance, C&B is a big enough place. Now it was 1 AM, raining, the person didn't see him then they had a probable excuse but not for speeding right off. The 22nd precinct is right there, less than 2 blocks away.

  5.  @kingriece0902  Yeah but then again why was he out at 1 AM in the rain, everything closed. He was either on his way to get drugs or just finished his high and going home.
