  1. Oil companies have many land leases on which to drill . These lands were the last to be depleted of oil because it is further in the ground, hence more expensive to drill upon . Oil companies have identified other lands where the oil is closer to the ground . Biden has refused leases upon those , until the others are mined . Strategically , a nation that is experiencing no oil shortage , would desire that the lands where drilling for oil is easier and quicker , be left in reserve in case of extreme emergency, such as war .

  2. Why would an oil company drill new fields when there is already enough oil to go around , and the price is high - earning large profits . Drilling for more oil , when there is currently enough , only brings down the price . So , not only have oil companies spent big money drilling new fields , but their profits are lowered . Makes no sense to the oil industry to drill
