  3. Old lead acid batteries are easy to recycle and harder to move around safely. I wouldn't be surprised if 99% of them really do get refurbished in country.

  4. Higher fees alone still wouldn't compel companies to make their products easier to repair and recycle, what's really needed are cost penalties for any disposal that they're not handling themselves.
