  1. Less driving requires an environment that demands less driving. That means denser cities, public transport, telework, drone deliveries, etc. It's a radical and extremely expensive change to how most cities are laid out, and a lot of people won't be happy to have their house seized and bulldozed for the necessary improvements.

  2. Smart policy is needed too. Like China is trying to get people to buy EV cars, but at the same time nerfing electric scooters which would also solve congestion issues.

  3. Depends on the city. For older denser establishments in East Asia, Europe and the Eastern US there's substantial public transit options. But for places whose growth boomed after the Great Depression (Western US, SE Asia, Africa, Middle East, etc), public transport can be a massive time suck of lost potential wages. Fixing it requires an overhaul to the city layout, and a lot of people won't be happy about the eminent domain levied against their homes for the needed improvements.
