  1. I've heard Russian field grades are often distracted with basic BS that an American sergeant would ordinarily deal with. That's what happens when basically the whole enlisted corps are conscripts and the only lifers are the officers.

I remember a case study where the US Navy made a similar mistake in WWII with wooden flight decks on its aircraft carriers where a single lucky bomb hit could send the whole ship limping back to port, whereas the British steel-topped ones were more a case of "Limeys, man your brooms". Obviously the Americans learned from this and has ever since spent on the upgrade.
