Russia would have to make peace with Ukraine, Moldova, and Georgia first, by abandoning Russian occupation of their territories. A lack of border disputes is a prerequisite to entry. Unfortunately Moscow is too focused trying to recreate the Soviet empire to see China scheming to retake Vladivostok and Sakhalin if not more.
