Ironically Mexico was on the way there before getting undercut by China, which is possible because Mexico lacks the under-dirt-cheap waterborne infrastructure facilitated by China's expansive rivers and canals plus the open ocean straight to America's population centers -- the next best option of rail can only move so much, and Mexico is full of geographic obstacles. Hence why much of Mexico's industrial activities center around the truck-hauled maquiladores stringing the US border.
