  1. It's not an algorithm predicting your actions without you knowingly entering input, it's behavior and declarations you'd do in the intentional and voluntary process of licensing that reveal your likelihood of abuse.

  2.  @adamentcause  The first half of 2A describes a "well regulated Militia". Licensing is a common and generally reliable regulation. Everyone in the military has to prove proficiency with the basic gun rules and not be considered an uncontrollable danger by their comrades and their leadership to be permitted access to anything deadlier than a pocket knife, so what makes casual civilians more trustworthy with firearms?
