"Self Defense" nowadays must include the ability to strike deep into the industrial capabilities of its massive neighbor, which can be offensive depending on how they subsequently exploit the outcome (which China would likely claim to be regardless of actual action). Japan and Táiwān have long been threshold nuclear powers, able to build a warhead in a year or two if they desired. Ironically diplomatic action by the US was the only reason both programs were stopped.

  3. There really were terra nullius up through the turn of the 20th century. Places like Bermuda, the Falklands, and all of Mauritius were uninhabited when they were discovered (often multiple times) and eventually colonized. The Senkakus would be a similar example, especially if there was not enough natural fresh water to support a permanent population before modern desalination.
