  1. GPS counter-jamming has been an active field of development, I wouldn't be surprised if an option the missile/bomb might take is to head straight for that odd signal source.

  2. Missiles are more expensive, so are available in fewer numbers with fewer platforms to launch from. Gravity bombs with a small computer and servo fins attached are stupid cheap by comparison, and practically any plane can carry them. If they can sink battleships, they're plenty good to take out the numerous missile corvettes and frigates the adversary would commit to battle.

One hypersonic missile would cost like 4 JDAMs and the plane dropping them, and their efficacy hasn't really been tested in a real combat environment where its long-range guidance assets are degraded by EW. Meanwhile attacking warships with gravity bombs is a proven technique, and overcoming GPS jamming is already an ongoing field.
