The bans are on server and backend equipment, the only retail ban is at military-only exchange stores. Americans themselves are free to buy Chinese phones, but they don't provide enough of an improvement (not just the hardware, but the apps, brand account, and overall user experience) to make a significant dent in the likes of Apple or Samsung. Traveling around the world it seems to be the same case: the people with Chinese phones don't seem so excited to keep buying Chinese if they had the money to get a Western brand instead.

The US targets Huawei's server and enterprise backend devices, the only policies at the retail level is the ban on sales at military-only exchange stores. If Chinese brands were really that much more superior (not just the phone hardware, but its associated app services and user account support), we should have seen more market share already. But going around the world it looks like the people using Chinese brands are mostly those who are harder pressed to spend on an Apple or other Western option.

Right, that's why the US bans are against backend components. Americans are free to buy and use Chinese personal devices, but the overall user experience doesn't seem to be such an improvement to create a trend away from the likes of Apple and Samsung.
